Steps To Reproduce:
Go to a random village
Kill all the cats completely
Observed Result:
Cats are not respawning
Expected Result:
Cats should respawn.

Confirmed. In the world save provided by MDADHEEN I went to the iron farm and found 4 cats nearby. After I killed them I could not get any more cats to spawn until I destroyed the village and created a new one. I tried everything else I could think of: cleared weather, removed water, lowered spawn floor to be level with the beds and made it wider, killed off iron golems, and added more beds within detection range of the villagers. The only thing that triggered spawning cats was destroying all beds, thus destroying the village, and remaking the village with new beds. I also noticed that when I remade the village and placed extra beds the villagers started to breed. So, it seems that something about the old village was blocking both villager breeding for new beds, and cat spawning. That tells me there is probably a bug in the way villages recognize beds. I hypothesize that it may be related to relogging or upgrading a world with an existing village from one version to another.
My shot is that it can be related to MCPE-142292.
Also killed all cats from a village on a separate, new creative world and they respawn, so it possibly is a one world type of issue?
Update: it seems to like not working on older versions world because I tried in the newer versions world it spawned the cats
But it didn't spawned in the older worlds

We were unable to reproduce the problem you are describing in the latest version and in new worlds.
