[MCPE-164314] Education Edition not active when toggled on.

When I created a new world, I toggled Cheats on then toggled Education Edition on. When in the world's settings with the world not loaded, Education Edition shows as toggled on. When I load the world and go into the world's settings, it shows it as toggled off.
