Observers fire when placed by Structure Block

When an observer is placed by a structure block, it fires once. This doesn't happen when an observer is placed by hand or by a command block and is very annoying as it breaks things like flying machines or piston doors.

Steps to Reproduce:

  1. Save a structure containing an observer.

  2. Load the structure.

Observed Results:
The observer fires.

Expected Results:
The observer does not fire.

Notes:
I have tried to find a workaround to this but have not managed to. It has become very hard to copy redstone because of this.

Also affects the ScriptAPI and /fill.

This single bug is the reason why redstoners don’t use structure blocks. Especially for players making slimestone flying machines, one-time-use tests are common during the development process. When flying machines are loaded with a structure block, the observers all fire at once, breaking the machine. It would be great to be able to use structure blocks for redstone!

Sometimes it’s possible to encase the the flying machine in bedrock to prevent destructive side effects like pistons misfiring. However, this is not a nice workaround, and does not work when the observer pulse has side-effects like flipping a latch.
