Snowballs spawned inside blocks are not naturally destroyed

Are you using any add-ons? Is this an issue in newly-created vanilla worlds?

We do not using add-ons, This one can be confirmed this bug
which affects the normal worlds but does not affecting toΒ flat worlds
As far as I know, most projectiles interact with blocks in Minecraft based on their trajectory crossing the block boundary from the outside. When you summon snowballs they have no velocity and therefore no trajectory, so they won't break. I'm not sure what would make eggs different, except perhaps that the function to spawn an entity has its own check for being inside of a block.
Does this behavior have any gameplay impact, or is it just a random discovery?
It's just a random discovery, I don't think it can affect survival mode, but it's still a bug since it doesn't happen with eggs
