Summary:
Unable to crouch underwater/in water.This occur also in creative/adventure and survival mode.
Steps to Reproduce:
Step 1)Set your gamemode to creative/adventure or survival.
Step 2)Try to crouch in water/underwater.
Observed Results:
As you can see,you can't crouch in water/underwater.
Expected Results:
Player should be able to crouch in water/underwater.
Notes:
(This has affect lot of user out there,like unable to enable shield underwater,building underwater and many more when crouching.This also affect with server gameplay.)

However the D-pad touch controls will be working through but some joystick control's button stills problem in 1.19.80.23 & 1.19.73
I also have meet this issue and its pretty annoying cuz of this i cant activate the shield if i got attack by drowned.
