Ruined portal generated without chest or portal

Step to reproduce:

Go to coordinates -515, 62, 92 on seed 1562725431611744619

Observed results:

There is netherrack but no portal or chest.

Expected results:

There should be a portal and chest.

This may be related to MCPE-145576, however, I don't think it's the same.
