[MCPE-1686] Signs cannot be placed on snow

Signs cannot be placed on a snow covered block.
Replication can be achieved by crafting a sign, and attempting to place it on a snow-covered block.
This occurs for both game modes

Its not a bug, its a fact, signs cannot be placed in snow, just quit the snow and put the sign, oooowww men XD

If it works in PC but not PE, it's probably a bug.
