When riding camels, you can have them stick their heads through blocks. The collision of the blocks only affect the body but not the head and neck.

Many large quadruped mobs can visually clip into blocks either on the side or at the top because Minecraft can only use cuboid models for collision. If their collision height included to the tips of their ears then it would also include a large amount of empty space over their back.

However, this issue is Working as Intended.
The report you have submitted is working as intended: Camel hitbox is just as big as to cover its entire body but not head.
