Neutral mobs are not spawning (cows, sheep, chickens, pigs, horses) although hostile mobs are. At world spawn (in a cherry grove) there were a few pigs and one sheep, but when I traveled away there have been no new spawns. Cows and horses exist in villages. Rabbits seem to spawn fine, as does the Merchant. Thanks!

I've spent most of my time outside a Plains Village in a flower biome, and there have been NO SPAWNS except rabbits. My temp base is outside village at 232/-360.
I have seen primarily a few random pigs, a rare occasional sheep, and one horse. But I've spent a long time in the plains and flower biomes without friendly mobs spawning.
This issue is NOT resolved. I should be getting active spawns here. I've played Minecraft for many years and something is wrong.
I tried the seed you gave a saw various animals spawning. By the pillager outpost near spawn I saw horses, donkeys, chickens, and sheep. In the cherry grove, pigs and sheep as expected.
Note that not all animals can spawn in each biome, and there are caps on environmental spawns. If you have 4 surface-spawned animals near to you then no more will spawn nearby.
