[MCPE-171790] (Parity) When applying a Global Resource pack, the panorama spins left and is no longer tilted down which is not what happens on Java Edition

The panorama annoyingly goes back to how it was before the update when you apply a global resource pack which is a weird parity issue with Java Edition
