[MCPE-171832] Spectators sometimes cannot move up into blocks from underwater caves

When you try to move up into blocks from underwater caves in spectator mode, you sometimes simply can't for some reason.

Steps to Reproduce
1. Switch to spectator mode.
2, Find an underwater cave.
3. Move up into blocks on the cave ceiling to no clip.

Observed Result
The spectators are stuck and unable to no clip and goes through blocks upwards.

Expected Result
The spectators should no clip normally when moving upwards leaving the underwater cave.

MCPE-172329 When player is in water and seeing water it can not be go upward when is in spectator mode and automatically go up when in one gap area and going to two block area in spectator mode. Resolved

This is caused by the player trying to automatically sneak/crawl again. This has nothing to do with water caves, but this behavior only happens underwater for some reason (you can just place blocks underwater and get the same result).

The solution could be the inability to automatically sneak/crawl in spectator mode like in previous versions and java.
