[MCPE-172518] Bonemeal no longer creates seagrass or coral fans

Hi, you used to be able to bonemeal sand,dirt gravel etc and as long as there were 2 blocks of water above it, ot would create seagrass and coral fan. Now the bone meal just sparkles but nothing generates.

I can see you've linked this issue to a really old report, but this is actually a new bug since 1.20. I could bonemeal blocks underwater just fine, in 1.19. It would give seagrass and coral fans. It's only since 1.20 that the feature has been lost.
