Steps to Reproduce:
Let a mob fall into 1 block deep water. If it's flowing or still standing water doesn't matter.
observe
Observed Results:
The mob takes the fall damage instead of canceling it due to the water.
Expected Results:
The mob should have gotten no fall damage.
Notes:
I encountered the bug while using my mob farm and I was wondering why they kept dying.
The player also gets an interesting result when falling into 1 block deep water: The player doesn't make a splash sound and instead you get the hard fall damage sound but you get no fall damage.

Also seeing this issue, although mobs will randomly survive the fall but it is extremely low numbers that do.
my little wolf larry died on my world because of this it was my 4 month old wolf and he died on my dog pool i was having fun but he didn't!👎😞 how could a bug so big not be fixed yet i wonder how many pets died because of this, hopefully this bugs gets fixed soon so nobody has to deal with the same pain im having to deal with right now. This issue appears to me to be fixed in 1.20.40 on Windows 10 using a test rig similar to those in the attached videos. (My test rig may not be identical because I don't know the fall distance used in those videos.)
If commenters are still having the issue, please reply stating more details:
What platform and version you tested in
The type of mob(s) you tested (trying several different ones is helpful)
How far they fall
How deep the water is
Whether the water is a source block or flowing
If the issue is happening with undead mobs, please be sure to block the sun from getting to them so you don't see them burn and mistake it for fall damage.
Note that if your particulars are different from the description of this issue, we will likely ask you to create a new report.
I thought something was off then. I saw everything die in my water collection mob farm. I'm glad someone reported this too
