[MCPE-173451] Buttons can't be placed on walls or fences anymore

Buttons cannot be placed on any type of wall or fence. This used to be a very useful decorative use. Blocks placed before this update stay the same until interacted with or nearby, but there's no way to recreate it in 1.20.12, even with commands. If this is intentional, it's an intentional change I'm sure many professional builders will be bothered by it. Please undo this!
