Steps to Reproduce:
Go into a world in survival with cheats enabled
Tame any horse
Teleport to the edge of an unloaded chunk
Travel towards the unloaded chunk or further
Expected result:
The player shouldn't take damage when going into an unloaded chunk
Observed Result:
The player takes damage when riding on a horse going into an unloaded chunk
