In the minecraft.jar file, in the structures folder, under the blocks folder in bastions, which has two files: air.nbt and gold.nbt. The air may replace gold blocks, which has a 30% chance of occurring. This was not mentioned in the wiki, but is some good information to know. Thus, this is intentional.
