[MCPE-174859] Powder snow does not prevent fall damage

Summary:
Powder snow does not prevent fall damage.

Steps to reproduce:

Place a block of powder snow.
Stand in the center of the powder snow.
Switch to Survival Mode.

/tp @s ~ ~10 ~

Observed results:
The player takes damage when falling on powder snow.

Expected results:
The player does not take damage when falling on powder snow.

Notes:
This issue doesn't occur in 1.20.15.

We use this feature for drop chutes in the nether (and overworld) extensively on our server.

Definitely a defect in 1.20.40 and impacting our game play.

This bug should be fixed in the 1.20.40.xx beta version, and the fix will be included in a future update when that is ready for full release (no specific date can be given). We will leave this ticket open as a point of reference until the fix has been fully released.
