Players Unable to Download Packs from Server Hosted at Home

I have been utilizing the official Minecraft Bedrock Server hosting program downloaded from the official Minecraft website and host a bedrock server from home on a gaming computer (no other games/programs run in the background. The computer is only used for running/hosting the server) This used to not be an issue for us but for the past half-year we have been endlessly encountering this issue.
(for background my friends and I always get bad performance when we pay for a server provider so we wanted to host the server ourselves for better performance) We can successfully connect and play on our server whenever we want BUT most of the time nobody can download ANY packs on the server in any capacity. It stays at 0mb downloaded permanently.

We uploaded ALL our packs (20+ packs) to a server hosted by a reputable provider and everyone can download all the packs first try. . . so we don't think it is the packs themselves.

The only thing that sometimes fixes the problem is rebooting the server and players can sometimes download the packs for a short window of time after rebooting.
Players can NOT download any of the packs a majority of the time through and we are bewildered as to why.

My first hunch is perhaps there is firewall interference? (any info on this would be appreciated)

Could MCPE-153925 explain your issue? Or have you tried to isolate whether your issue might be caused by a single pack?

We have tried on multiple occasions to see if it is a singular pack. We have not been very successful as of now in figuring that out, as it has been quite random lately on if it downloads or not. I will post if we find any patterns, but as of now a pack will download, then after leaving the server on for an hour, it can't be downloaded anymore.

As mentioned previously I uploaded the same exact Resource/Behavior Packs to a server host/provider and have had 6+ members test joining/downloading. It never fails to download for them but for some reason gets stuck when they connect to the IP for the server hosted at home.

I read over the link you sent and will try to use a unique cache directory name for storing server pack data. It would be much appreciated if you'd be able to clarify the exact steps I should take to do that.
