The breeze becomes passive sometimes when riding a minecart

Sometimes when blocking the breeze from moving in the minecarts the breeze becomes passive.

To reproduce:
1. Make a loop railway.
2. Place a minecart on the rails.
3. Summon a breeze and let it ride the minecart.
4. After making the breeze sit in the minecart, switch gamemodes to survival and stand in breeze's railway while moving it.

Expected results:
The breeze should shoot wind charges at the player even if the player was blocking the way.
