Minecarts don't slide on any sort of ice

Minecarts stopping distance on ice is same as the stopping distance on non-ice blocks. Affects all of type ice

Steps to Reproduce:

1. Build a straight track

2. Place ice in the end of the track

3. Place minecart and push it

Observed Results:

Minecarts stopping distance on ice is the same as the stopping distance on non-ice blocks

Expected Results:

Minecarts should slide across ice after running out of track and slowly come to a stop
