No red sand can be found on badlands inside water

Red sand does not generate inside water on badlands biomes and will mostly generate with stone instead. This does not happens with yellow sand on regular deserts.

Steps to Reproduce:
1. Create a world
2. Locate or seach a mesa biome
3. Search for water

Observed Results:
No red sand generate underwater, no matter the amount of water.

Expected Results:
Red sand generates underwater just like regular sand generates on deserts.
