Wind charge is not centered horizontally when thrown vertically

Steps to Reproduce:

1. Enable the Update 1.21 Experiment;

2. Grab a wind charge item;

3. Look at the ground and shoot.

Observed Results:
The wind charge is spawned slightly in front of your eye position, sending you backwards.

Expected Results:
The wind charge is spawned below your eye position, adding only vertical momentum to you.

Notes: Unlike other projectiles, the wind charge is spawned slightly in front of you instead of being spawned exactly where your eyes are. The issue seems to be caused by the game only taking the Y rotation into account for the spawning position and ignoring the X rotation entirely.
