Angry Wolves can be leashed

Wolves can be put on leashes when they're angry.

Steps to Reproduce:
1. Make a wolf angry at the player by attacking it in Survival or Adventure mode
2. Attach a lead to the wolf

Observed Results:
The lead is put on the angry wolf

Expected Results:
You shouldn't be able to put angry wolves on a lead

Notes:
This bug also used to affect Java Edition, see MC-15707.
