Summary:
In update 1.21.0.20 of minecraft bedrock, in its changelog, the TNT explosion drop rate was changed to 100%, however, the explosion drops of creepers and withers have not yet been changed to match with Java Edition
Observed Results:
The rate of blocks dropped by the explosion of a creeper or wither is still the same, so the blocks dropped are not the same quantity as those exploded, making it impossible to rebuild terrain.
In the videos below, I do a quick reconstruction of the locations exploded by the mobs, showing that it is not possible to perfectly reconstruct the exploded location.
Expected Results:
In Minecraft Java, the rate of blocks dropped by these animals, when they explode, is 100%, so the player has no difficulty rebuilding the place after being exploded by these animals.

This isn't a valid parity issue, as:
Creepers do not drop 100% of exploded blocks between both editions.
Withers do not drop 100% of blocks in both editions (this is in reference to their initial spawning explosion).

Only TNT has 100% block drop rate. Creeper and wither explosions only drop some of the broken blocks, which I think is intended. Java and bedrock are the same with that.
