Does MCPE-108409 describe your issue? What exactly do you mean by "every time you ride it"? Is this occurring only after exiting and re-entering a world, or if the chunks are being unloaded and reloaded? Did the horses ever take any damage?

A video would be appreciated.

Testing: I used 8 tamed horses as test subjects. Each horse was name tagged with their stats several days ago. Minecraft was opened, results:
Slicker11 showed 8 hearts, Howdy7 showed 9 hearts, Speeed9 showed 9 the next batch was in unloaded chunks, traveled there to check Jim13 showed 13 hearts, Studly13 showed 13, Toughguy14 showed 14, Splendid15 showed 15, Messenger11 showed 11.

The game was closed completely and reopened. A desynch occurred, rain appeared the moment the game opened (but bees were still out and flame arrows still flamed after impact). I mention this because the two things could be connected.
The results: Messenger11 now showed 9, Spendid15 showed 10 (screenshot taken), Toughguy14 was now 8, Studly13 was now 9, Jim13 was now 10 I traveled back to the other batch of horses Speeed9 now had 9, Howdy7 now had 7, Skicker11 now had 10.

Again, the game was closed completely. It was opened fresh. No desynch appeared to occur. The results:
Slicker11 now had 8, Howdy7 now had 9, Speeed9 had 9 (weird how that on never changed throughout) - traveled to the second batch of horses- Jim13 now had 10, Studly13 had 13, Toughguy 14 now had 14, Spendid15 now had 15 (screenshot taken) and Messenger11 now had 11.

No, 108409 does not describe the issue. In addition to the entering and reentering the world test, I conducted a load and reload the chunks test. Leaving and reloading the chunks DOES seem to restore the horse’s actual heart count. The horse ever having taken damage does not seem to affect this either way. I could further test by damaging a horse and reloading the area to see if the damage and heart count are remembered.

I cannot reproduce this on Windows. It might only occur on specific worlds or platforms.

I'm unable to reproduce this as of 1.21.2. Is this still an issue? If so, please record a video of this happening and attach it to this report.
In case the resulting video file is too large to be uploaded to the bug tracker directly, please upload it elsewhere (e.g. as unlisted video on YouTube) and link to it here.
