While in Creative Mode, blocks will not instantly break when sinking in water. This bug seems to consistently occur when holding down the mine trigger, as breaking each block individually will usually mine instantly as intended. Not sure if this affects Windows or Console.
Steps to replicate:
Open any creative world on an Android device.
Find a river, ocean, or create your own artificial water pit.
Let the player sink in the water without crouching (make sure flying is disabled).
Attempt to destroy nearby blocks by holding.
Observed Result: The blocks will not break instantly, instead taking about a second.
Expected Result: The block should be destroyed instantly.

Can confirm, I was able to reproduce this on Windows. Mining blocks in any of the described player states is generally very buggy and inconsistent.
After my first tests, I mistakenly inferred that this was WAI according to MC-181707, and that the game simply never respected which gamemode you are in while in a certain player state when mining/breaking blocks. But after further investigation, I've found that this is actually related to MCPE-57649 which partly supports my original theory that it has to do with which state the player is in.
This can also be reproduced by using a potion of slow falling and by applying the levitation effect. Results may vary, and are generally inconsistent, so it may take a few tries to fully replicate, but I've found that tilting your head down or up yields better results.
