[MCPE-181044] Tall grass does not generate correctly inside lush caves

Steps to Reproduce:

1. Go inside a lush cave.

2. Find tall grass.

Observed Results:
Tall grass only generates its bottom half instead of all the plant, causing it to break when there is an update tick.

Expected Results:
Tall grass should generate fully instead of only its bottom half.
