Shulker doesn't take a damage/teleport away when suffocated in a block.
As of 1.0.0.0, shulkers now take suffocation damage. However, they don't teleport immediately when suffocating. (They do teleport after enduring the torture for a fairly long time though.) The blocks-can-be-pushed into shulkers thing has also been reported separately as MCPE-18338.
