I have Minecraft Bedrock on both Android and Windows and have logged in to the same account. Now my Windows PC never shows any achievements. It says 0%. Whereas my Android Mobile says that I have earned quite a lot of achievements. The problem is just that Windows for some reason is not able to see what achievements I have earned yet being registered into my account successfully.

Also, the Time Played and Gamer Score is different for some reason

I did earn the achievements while playing on Windows... For example, I got the Sneak 100 achievement while playing on PC but the achievements tab does not show it. Yet when I open up Minecraft on mobile, it shows that I have achieved the Sneak 100 achievement although I hardly play on mobile... So I think achievements are tracked by the account and so my PC should display it too...
Edit: May be you are right that achievements are tracked by the device. Becoz I just noticed that I had made full netherite armor (in Windows) in complete survival but got no achievement for that, neither on PC, nor on Android. But still, the problem with getting the achievements still remains

Are you able to earn Achievements while playing in Windows?
Achievements, Time Played, Gamer Score, etc. are tracked by "device" and "account", so anything you earn in Android does not carry over to Windows and vice-versa.
