When i go to make a level 30 enchant setup, or what would be a level 30 enchant setup, the maximum number on the final enchant is only 28 and I need 2 extra bookshelves to make it a level 30. I also checked the changelog and I'm positive this isn't intentional.

I cannot reproduce this. In fact, the number of bookshelves shown in the screenshot is far more than needed for level 30 enchants. Does this only occur in 1 world? Can you get a more top-down screenshot of the layout?

I think it was the result of a bad internet connection or something of the sort because I took 2 extra bookshelves off and the level cap stayed at level 30. It's possible it was a one seed glitch, or it was on the border of a chunk, or the code just decided to spaz out for some reason, but it was fixed. I apologize for your wasted time, Mr. Mojang (or whoever you work for) developer, you're doing great, and make sure to stay hydrated, because drinking water is important. I will update this post if it happens again.
