I think it was the result of a bad internet connection or something of the sort because I took 2 extra bookshelves off and the level cap stayed at level 30. It's possible it was a one seed glitch, or it was on the border of a chunk, or the code just decided to spaz out for some reason, but it was fixed. I apologize for your wasted time, Mr. Mojang (or whoever you work for) developer, you're doing great, and make sure to stay hydrated, because drinking water is important. I will update this post if it happens again.
