You must select a primary effect before you can select regeneration for a beacon

The player is forced to first select a primary effect before selecting the regeneration secondary effect for a beacon.

Steps to Reproduce:

  1. Create a full powered beacon with 4 layers of minerals like a pyramid.

  2. Open the Beacon GUI.

  3. Put any mineral into the beacon GUI.

  4. On effect selection, notice that regeneration cannot be selected directly as the secondary effect.

Expected result: 

You should be able to select regeneration as the secondary beacon effect directly without having to select a primary effect, just like in the old PS4 console edition.

Observed result:

You cannot select regeneration as the secondary beacon effect directly without having to select a primary effect.

I believe that that is intentional as otherwise the regeneration would become a “primary” effect as its the only one.
