Steps to Produce:
1. Open a ray-tracing capable world or create and enter a world with a ray tracing resource pack and turn ray tracing on.
2. Spawn a breeze mob
3. Turn ray tracing on and off while closely observing the Breeze mob.
Observed Results:
Breeze Wind texture animation does not function with ray tracing and appears black.
Expected Results:Β
Breeze Wind Texture should appear similar to how it appears without ray tracing.
Additional Notes:
This is likely a part of a wider issue where certain entity rendering materials combined with UV animations don't function while ray tracing is turned on.
[media]The texture pack used in the images is Vanilla RTX, which has a workaround for this issue by using alternative rendering material and geometry for the breeze.
UV animations function with ray tracing only when the part of entity is rendered as a particle/is not ray-traced.
With ray tracing, it is ideal to have all materials + uv animations, color overlays, etc... to function as close as possible to how they work in vanilla Minecraft.
For example the default Breeze materials with ray tracing appear similar to Slime and alpha channel is not ignored (the vanilla texture background color for breeze is black with 0 opacity) combined with its material that doesn't allow its UV animation to function with ray tracing, it results in the horrendous black box (that is supposed to be breeze wind) with ray tracing.

However, this issue is Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

Respectfully, I beg to differ.
Because this absolutely is an issue, vanilla entities such as breeze should continue work as intended in all graphics mode, vanilla, deferred lighting, and ray traced.
It works correctly in the first two, but not the third, because it was never accounted for to begin with. An entity released almost a year ago to the vanilla game still doesnβt display correctly in all of its graphics modes
It is understandable mechanics of games change between updates
Or that graphics and sounds may not work the same between versions as you implied, but that has nothing to do with Texture UV animations being completely broken with ray tracing which is the root cause of this and several other issues.
So unless a broader report already exists that covers the issue in more general terms, I think this issue should remain open, as it definitely remains an unsolved issue.
