Dispensers play the random.click sound globally when firing wind charges/custom projectiles

Dispensers firing wind charges, or custom projectiles created by addons, will play the 'random.click' sound event to all players in the world, regardless of distance. This bug affects all platforms and includes BDS servers. I've included a POV of a player activating dispensers with wind charges as well as firing a custom projectile, and a player hearing both events from thousands of blocks away. I've tested this both with and without behavior and resource packs and verified that this is a persistent bug.

Can confirm in 1.21.2.

Steps to reproduce:

  • Create, load into a world with cheats enabled.

  • Set your gamemode to creative.

  • Place a dispenser and put wind charges in it.

  • Now join the world on the second account.

  • Fly away from the first account.

  • Activate the dispenser on  the first account. Notice that despite second account being far away from the dispenser it can still hear dispenser clicking.

I can also confirm this is occurring, even in Singleplayer. If I have a dispenser firing wind charges automatically, and I fly further away, the dispenser's clicking noise (which shouldn't even be playing because there's an item in the dispenser) never fades out as intended.

I did some testing in the latest full release, and the specific sound that was playing regardless of distance when a dispenser fired a wind charge is "block.click" (I believe dispensers play this sound at a high pitch when there's no items to fire). I did this by continuously stopping the "random.click" sound and the "block.click" sound. The latter actually stopped the sound.
