I was confused for a bit about this bug, but now I think I get it. How many resource/behavior packs do you use on a world to reproduce this? Does this matter what kind of packs are these, what packs are these exactly, or is this with any pack?
Does this reproduce with a new world?

I've attached a video of me testing it in a fresh, newly-created world with zero resource or behavior packs. It took upwards of 18 seconds
