[MCPE-1852] Able to place Sugar Cane in water.

You are able to place Sugar Cane in water. If the water block is height 1 and next to it is Water Block height 2. Next place the Sugar Cane in the height 1 Water Block. I posted A pic since it is hard to explain.

I understaded you perfectly 🙂:
The reason of this is, that if you place sugarcane on stationary water it won´t flow the water and it won´t drop the sugarcane,if the sugarcane is placed on flowing water it will destroy and drop the sugarcane item
