In Pocket Edition maps can only be zoomed out with anvils. This is because the PC crafting system is not available in it. However, using anvils to zoom out a map increments the rework penalty, which renders renaming it after zooming out an unreasonably costly operation.
Steps to reproduce:
Create a map
Zoom it out to the maximum (4 times)
Rename it
What expected:
Renaming only requires 1 xp level.
What actually happens:
It requires 16 xp levels, i.e. 15 rework penalty + 1 renaming cost.

I've had this problem too - I've seen renaming costs up to 32 levels with multiple renamings (which is often necessary with maps).
Update for 1.0.0.7
I'm not 100% sure if this was the behaviour pre 1.0.0.7 but i suspect it is change as part of a work in progress, I only noticed this aspect when testing 1.0.0.7
When adding Paper*8, Empty Map or Compass to slot2, no matter what the accumulated XP rework cost of the map(s) in slot1, the cost will drop to 1 XP.
The resulting map(s) will still double up to "too expensive" and beyond to rename each step but will only ever cost 1 xp if say an empty map is added to slot2.
Pretty sure this is not intended and probably a bug but will be a temporary painkiller/workaround for frustrated mappers 😉
There ae also various costing combinations of:
2 cloned maps in slot 1
1 cloned map in slot1 and the other in slot 2
I will leave all the permutations to your QAs to determine rather than trying to capture all I've tested with screenshots etc, but here is an example testcase, hope this helps.
Using a map with say RenameXPCost of 16XP
Load map into primary slot
Make a change to the name
Observe "XP Cost: 16" advisory
Repeat <unit> for [Compass|Paper*8|Empty Map]
Add <unit> to secondary slot
Observe "XP Cost: 1"
Clear secondary slot
Observe "XP Cost: 16" advisory
Add an Empty Map to slot2 and execute the operation
The two new maps each have an individual RXPC of 32XP each.
Using the case above for an Empty Map in slot2, resulting maps with RXPC of 32XP
Add one of these new maps to slot1
Make a change to the name
Observe "XP Cost: 32" advisory
Add the other to slot1
Make change again as it will reset on adding second map to slot1
Observe "XP Cost: 32" advisory (34 xp for the two in slot 1)
Add Paper*8|Empty Map|Compass
Observe "XP Cost: 1"
clear slot2 add second instance of map to slot2 (one map in each)
Observe "XP Cost: 39"
This also applies to cloning a map or adding a compass to an existing map.
1. Create a new map (using 9 paper).
2. check cost to rename in anvil but abort = 1 XP
3. clone map.
4. check cost to rename both clones = 2 XP each, The cost should be 1 XP not 2.
5. take one of the cloned maps and add a compass
6. check cost to rename = 4 XP, The cost should be 1 XP not 4.
