I get ~30 FPS and visible stuttering with the default texture pack in the latest version of Minecraft for Windows. My CPU/GPU are barely being utilized
Taskmanager confirms my dedicated GPU is being used
Computer Specs:
CPU: i9-12900k
GPU: RTX 3080 TI
Memory: 64gb (low latency)
Disk: Samsung SSD 840 EVO

It is likely not the main issue but you can reduce the load on your RAM by closing all your unused Chrome windows as well as other applications. (Chrome is a ram intensive application) Also please verify that your Monitor is plugged into the GPU video out not the motherboard. Your CPU does have integrated grapics and will give performance similar to what has been mentioned. Seems simple but is a common mistake. You can also check that there are no frame caps set in the game or in your monitor settings. If none of this seems to help please verify if you are expirencing this issue with other games.

You can see in the screenshot that I have ~30GB of free memory so no the chrome tabs are of no consequence. I have no problems running other games including Minecraft Java edition 1.21 unmodded at 100+ FPS completely solid with no random dips. (With said chrome tabs still open)

There are no frame caps set which you can tell via the original screenshot which has an FPS graph. Bedrock routinely spikes to 100FPS but then dives back down to hover more consistently at ~30 fps. Even without moving the screen it constantly spikes/dips/spikes/dips. It is very frustrating.
Here is java edition running smoothly at 105 FPS so you can tell its not a problem with my computer:
