The wither not attack phantom and ghast Isn't it supposed that the wither attacks all mobs?

For the Ghast, this is intentional, see MC-162557
Since phantoms are classified as undead mobs, they will not be attacked by withers
Please do not report more than one bug per ticket.

Phantoms are now considered undead
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
