Repeating and Chain Command Blocks do not work properly when edited

When creating repeating and chain command blocks they will not function at all until they are set back to impulse with no Redstone, and then set back to repeating or chain respectively.

This issue causes a lot of time to be wasted when creating new command blocks, the previous command output section always reads: "-" and nothing else.
