Hey, so basically when I click the Side bar I can't access more of my skins but sometimes when I click it on different skin packs it just activates the skin pack above the skin pack

What side bar were you referring? If it was the button to show all skins, and the affected skinpacks include those imported yourselves, then this issue duplicates MCPE-181194
