Mob Effects panels position are incorrect

When opening the Mob Effects screen, the panels are now offset to the left instead of to the right, the close button is also on the upper right side while previously it's on the upper left side

Steps to reproduce:

1. Run: /effect @s night_vision 999999 0 true

2. Open Mob Effects screen

Expected results:
The panels are offset to the right, and the close button is on the upper left side

Observed results:
The panels are offset to the left, and the close button is on the upper right side
