Warm ocean water is less transparent than before

As of version 1.21.40, the old biomes_client.json is no longer loaded from the vanilla resources, in favor of the newer "client biome" files; however, the "water_surface_transparency" field that warm oceans used was not ported over, causing warm ocean water to render at the default transparency.

This issue has been resolved in 1.21.60.24 with the addition of the surface_opacity field in client_biome files. The warm ocean file was changed to have its original 0.55 opacity.
