[MCPE-187987] Incorrect pale tree generation

When I creating the world and exploring the Pale Garden I saw the pale tree generation placed incorrectly.

Seed: 225603388779293756

Pale tree with floating dirt: 3583 117 -1021
Missing log caused by replacing moss carpets: 3595 97 -981
