Using Water Breathing effect cancels the suffocation damage
Steps to Reproduce:
1. Drink or apply Water Breathing effect to player
2. Get into survival mode
3. Try suffocating yourself in falling sand
Observed Results:
Suffocation Damage cannot be taken
Expected Results:
Players suffocate and take damage
Note that this bug haven't been fixed yet in 1.21.0
