Distributing items in the Inventory by dragging does not work properly

Summary:
In the latest preview, Item/block distribution via dragging one's mouse over empty inventory slots no longer seems to work properly.

Steps to reproduce:

1. Acquire a 64 stack of a block of item through the Creative Inventory.

2. Attempt to distribute the stack in the inventory by dragging it over empty slots.

3. Observe how items fail to reliably distribute no matter how much of the stack remains.

Observed results:
Distribution does not work properly because no matter how many items are remaining in the stack, items only get spread through nor more than 1-2 slots.

Expected results:
Distribution works exactly how it did in previous versions including the 1.21.51 Hotfix and the 1.21.60 Release builds.
