In worlds created before 1.21.60, chunks generate broken next to chunks that already existed before 1.21.60.
In these chunks:
water is missing in rivers and oceans in hot and temperate biomes
the terrain height adjusts to the height of the ice on top of the water in adjacent “old” chunks in cold biomes
there is no water or lava underground
there are no structures
This only affects worlds created before 1.21.60, if you recreate the same seed in current version, everything generates as it should.
