Chunk generation broken next to old chunks

In worlds created before 1.21.60, chunks generate broken next to chunks that already existed before 1.21.60.

In these chunks:

  • water is missing in rivers and oceans in hot and temperate biomes

  • the terrain height adjusts to the height of the ice on top of the water in adjacent “old” chunks in cold biomes

  • there is no water or lava underground

  • there are no structures

This only affects worlds created before 1.21.60, if you recreate the same seed in current version, everything generates as it should.
