Uninstalling the game and reinstalling it cannot load the dreessing room

The error message shown in your screenshot refers to a "local or platform skin". That is not the dressing room. It may be a skin you had imported, which got deleted when you reinstalled. The error would then come up because your account is trying to find the skin file and cannot find it. If you had imported a skin in the past you may need to re-import it after reinstalling the game, or you may need to reset the character slot that was using it.
