Missing Hotbar Keybind Functionality in Inventory UI

To reproduce:

1. Open inventory

2. Hover cursor over any item

3. Press number keys (1-9) for hotbar slots

4. Item fails to move to the selected hotbar slot

This appears to be a parity issue, as this inventory shortcut functionality exists in Java but is not working here.
