The /say command does not work while playing in offline mode. Instead, the XBox Live settings get in the way, preventing output, even when given by command blocks. The command only functions properly when connected to the Internet.

That is the bug which i meant and you reported.
Unfortunately this is working as intended. This is because you cannot connect to XBox servers when you are offline to confirm you are allowed to chat. To avoid loop holes in the restrictions set on your account, it is by default disabled when offline. As a result of this enforcement you are not allowed to use /say in the command block.
"Disabled by default", meaning it can be changed. Where in XBox setting can that be changed, if at all?
I know this is for bug reports and not suggestions, but perhaps this can be changed in the future? PC runs /say offline, no problem.
@unknown, well that was a bit unexpected. So the map makers should warn the player to connect to an XBox Live account?
If they are signed into XBox they must be able to connect to xBox servers to remove the restriction unless for some reason it is blocked on their account. If they wish to play offline, my advice is to sign out of xBox until you can connect again.
I really hope this is changed because it is really annoying. A command block is not another player, so why should it not show up? When I am offline, the /say command works when I type it myself, just not in a command block. The /say command only works in a command block if I am in wifi and not if I am using data.
I think the
[media]/say
,/msg
, and/me
commands are "Works as Intended", since you can't ever send a message in the chat by your Xbox Live privacy settings.But if executed by command blocks, it should be work as the normal output will do.
